I think it was somat to do with the combined fact that we were by then quite friendly to the French and when built it assumed attacking warships would be sail powered and would have to tack in from the east. Unfortunatly, by the time the forts were completed, steam power was becomming all the rage and ships to could steam in from the west , out of range of the forts guns. They soon got the name 'Palmerston's follies' after the prime minister of the day. So see government waste and mismanagement is nothing new  |
